They understand that just fine and that is why the extension system has
been created and dozens and dozens of extensions exist and are widely
used. Your fear about breakages are not realistic in recent releases.
From the next release, extensions are even auto-updated on demand so
there is even less reason to worry about them.
I am not aware of the policy you are referring to. It sounds like a misunderstanding. Perhaps you can provide a reference?
