OK, now it is OK,

BuildArch
and
perl_vendorarch

cpanspec or  PDL-LAPACK-0.12.tar.gz need to be fixed!

If you do:

$ file /usr/lib64/perl5/vendor_perl/auto/PDL/LAPACK/LAPACK.so

You will probably see something like:

/usr/lib64/perl5/vendor_perl/auto/PDL/LAPACK/LAPACK.so: ELF 64-bit LSB shared object, x86-64, version 1 (SYSV), dynamically linked, BuildID[sha1]=0x<long number>, stripped

Which would mean that it really is dependent on the x86_64 arch in which case cpanspec is not right in assuming it was noarch.
