They're certainly the keys that I hit, now, to unblank the screen.
Since, by themselves, they're not supposed to be able to do anything.
Other keys can, by themselves, trigger an action.  You really don't want
to "okay" an unexpected delete/format requester that was active,
highlighted, but not currently visible.  And the escape key presents the
opposite problem - dismissing a requester about problem that you might
not have known about, without ever seeing it.

When people go head over heels about redesigning user interfaces, can
they please look at what's wrong with current ones, and predict what
will be wrong with their new improvements, before attempting them.  I'm
damn sick of some of the stupid things that have happened, in the way of
alleged improvements, over the years.
