(Incidentally there is a "yum reinstall" which is preferable to a
separate uninstall and install if you do need to do this, though I

Indeed, it looks like this is a setting that's been changed:

"See $HOME/.config/tracker/tracker-miner-fs.cfg and the key
CrawlingInterval. If set to -1 crawling is disabled entirely."
