To regain access, you'd have to contact Fedora Infrastructure at admin@xxxxxxxxxxxxxxxxx I would presume an account is required to prevent bots and such from being able to affect Fedora updates. I think that requiring an account presents a reasonable barrier of entry for something of this nature, without creating an undue burden.
