Yes, I have done this a number of times without issues
It is perfectly OK to do it. Use SHARP scissors that are long enough to
cut the cable in one go and make sure there are no stray wires touching
each other. Other than that, have at it.
(if I had a nickle for every time I had to make IDE or old SCSI
cables...)
