Yeah, F19 has branched off rawhide, they are different now.

Nope. Regular packages are available as well. 

In f19+, I think you can set in /etc/yum.conf: 

deltarpm=0

and it will not use them. 

This might be a better topic for the test list since f19 is not
released yet.
