On Fedora 18:

[mdeggers@trident ~]$ export EDITOR=nano
[mdeggers@trident ~]$ printenv EDITOR
nano
[mdeggers@trident ~]$ crontab -e

invokes nano

[mdeggers@trident ~]$ which nano
/usr/bin/nano

(Don't know how I got /bin/nano earlier - maybe I was on the wrong machine)

So, I have no idea why it doesn't work on your machine. It works here.
