I think have resolved the issue.
Going to
Applications Menu -> Settings -> Keyboard -> Application Shortcuts
The default settings indicate that there is:
xfce4-popup-menu
for which a shortcut is assigned
The keyboard shortcut should be for:
xfce4-popup-menu
I assigned ctrl-escape for this and it works.
