I don't think there is any fool proof way but it may be technically possible...

I'm thinking you would need, at a minimum, a list of all the packages
you had installed that put files in /var/lib, then you would have to
reinstall them, from a live CD or USB, etc, but set the root to your
volume ( see yum --installroot ). You can try a chroot but with
/var/lib being gone I'm not sure it would work.
