No. Create a scratch dir on the hd (as root) and do
chmod 1777 <mydir>
This will create a directory that any user can write to.
Or you could chown the root directory of the external drive's file
system to the user that normally mounts it (this is what I do with most
of my external storage).

Thanks Bryn, this is even better! I did:
# chown german.german SKYTUX/
and this works fine, I can create/delete files/folders all over my hd
now without restrictions :)
