Somebody wasn't thinking. If I'd have written that, I'd have
specified using su first, followed by the rest of the commands. You
only need su -c if you only want to run one command as root, not a set
of them.

Yes. If you're going to use su at all, use it correctly; if not, you
might as well use sudo.
It's a perfectly valid way to list commands that need to be run as
root when you're writing a tutorial, without making any assumptions
about the skill level of the user.
