I also had the same issues: after some DuckDuckGo-ing, sudo yum localinstall --nogpgcheck http://download1.rpmfusion.org/free/fedora/rpmfusion-free-release-branched.noarch.rpm http://download1.rpmfusion.org/nonfree/fedora/rpmfusion-nonfree-release-branched.noarch.rpm seemed to work for rpmfusion.
