preupgrade is going away in f18. 

It's being replaced by fedup. 

http://fedoraproject.org/wiki/FedUp

has the info. You can try it now if you like, or wait for f18 to be
released. For the f14 machine, I would advise a backup of data and
clean install... thats many releases you are jumping, and a clean
install is likely much faster.
