In short, no.
That kind of data (I assume you want a name/address of the person using
the IP) is usually accessible by law enforcement via the use of warrants
(depending on jurisdiction of course).

As the isp are Russia, China, Bulgaria, America and the Brittain, I'm
guessing that it's a case of putting up with the crap 'cause they aren't
going to be helpful and may be just another link in the chain anyway.
