Developers can test all they want but user testing even during early stages often find out issues.  Remember we aren't talking merely about bugs but also UI issues that developers might not have considered.  So yes, testing in a VM is certainly useful and even a cursory look in bugzilla would reveal that.  It is not necessary to test in real hardware but thats welcome as well
