A while back, I ran into a problem trying to rename interface names (details of which I no longer remember). The solution at the time was to create an empty '/etc/udev/rules.d/70-persistent-net.rules', then to make it immutable (chattr -i /etc/udev/rules.d/70-persistent-net.rules), then finally to create '/etc/udev/rules.d/69-persistent-net.rules' with the rules/names I wanted.
