I had same issue with PS2 keyboard on F17 i686, on Asus P5E-VM HDMI.
I think (but not sure) there was not any suspicious items in
/var/log/messages, and I was thinking that was Xfce (or it's
xfce4-xkb-plugin) - because when I add USB keyboard and then switch
CTRL/ALT/Fx to console, then PS2 keyboard work fine.
At end, cca 6 weeks before, i began use only USB keyboard, which
work fine.
