You've not indicated if you any 3rd party repos defined.  I suspect not....

If you don't have 3rd party repos, that explains the "problem".  The standard Fedora
repos don't contain software that is patent encumbered.....like mpeg and mp3.

You should visit http://rpmfusion.org/ and configure the free and non-free repos.

I am sure others can point you to the software to do what you ask.  I happen to be on
f16 and use HandBrake for all my conversion needed.  But, there are plenty of others.
