Yes, they fall into the #2 category mentioned in another post.

Rereading what I said the above I can see my meaning wasn't clear.  

What I was trying to point out is that I don't believe there to be any F16 package
with a corresponding F17 package that needs/should be left at F16 after an upgrade.
