The culprit has been found.

For some reason I had an actual /sbin directory instead of a symlink.
The problem appears to be that I had a /sbin/halt.local file on all my
machines.  That file wasn't migrated to /usr/sbin by the preupgrade
house elves.  I guess that prevented "rmdir /sbin" from working and the
subsequent "ln -s /usr/sbin /sbin" then failed too.

The part I don't understand is how did things work for the last week or
two since f17 came out.  I didn't have any such breakage till today.
