noticed yum doesn't seem to have this behaviour so maybe

Isn' t there a way to config yum
to only download its repo indexes only once a dar and
not every single bloody time I invoke yum for
something else other than install? (ie I call Yum
whatprovides something and get
$ yum whatprovides vlc
Loaded plugins: langpacks, presto, refresh-packagekit
[Useless, unneeded, unwanted downloading follows...]

If the culprit is a yum plugin:
the yum plugins are located at
/var/lib/yum/plugins
and
/usr/share/yum-plugins
See
yum-plugin-allow-downgrade = 1.1.22-0.yum
yum-plugin-basearchonly = 1.1.9.yum
yum-plugin-protect-packages = 1.1.27-0.yum

The yum python modules are located here:
