Just reformatting the partition at boottime, as deleting many files could take too long.
I'm not sure what "any other Linux distribution" does that by default,
Mindlessly nuking everything encourages other world writable directories, and
many systems these days don't get booted often enough to make much difference.
There are a number of scripts around to do smarter cleaning.
