it used to. Probably done to make it hard(er) for people to download
videos. But, probably, making it impossible to watch videos on slow

Ahh... You're probably right.
Well, Google, who owns youtube is very likely
trying to find ways to prevent people from
downloading content that they do not own,
nor have the copyrights to.
Just my $.02's worth about YT.
