Hardware! I hope these docking stations have their own power supply and connect directly to a USB port (no hub).

The system is running FC 16 x86_64 fully up to date. The problem has persisted
across several kernels including the current kernel.

Any help would be greatly appreciated.

I am very sure that you have a hardware rather than software issue, because I have been doing that in production since FC4 or so. Recently I have a number of drives start to show bad sectors at the same time, and rebuilt RAID member drives externally in docks, at one point running with two of four drives hanging off cables. Note: working USB drives are faster than drives with bad sectors triggering reconstruction.

When both drives were done I shutdown long enough to physically swap drives (they are not hot swap carriers), and was back up in minutes.

I have been using the "Rosewill" appliances from Newegg.Com, they have their own power supply and will do either USB or eSATA if you have it (and come with the cables).
