However running grub2-mkconfig to generated a new grub.cfg file that appears to work properly. The source of the trouble appears that when the kernel is upgraded a new grub.cfg is created with an incorrect UUID for the root device; this UUID doesn't appear to have any connection with the UUID of any device on the system.
