If the "Date/Time app" that you are referring to is the same thing that
I referred to above, I have no idea why you can't change your time to
24H mode... If you haven't already, you might want to create a fresh
user and see if you can change the clock to 24H mode for that user.

Yep, that worked. It's kinda silly that you can't do from the clock app itself. I mean, if that's all that's needed to change it. Thanks to you and Reindl for pointing me to the Locale app in Settings.
