The images I copied from the F16 DVD iso are also on .../boot.iso .

Yes, it does.
However, earlier P4s didnʼt have NX/XD, and unless you have more than
2GB of memory in the system, youʼd probably be slightly better off with
a non-PAE kernel on those systems. But thereʼs not much in it.
My machine has 4 GB.
I got in March 2006. NX for pentium 4s were available in 2004.
That said, how do I find out for sure whether my pentium has NX?
