You can use grub to boot systems using F16+. grubby will still update
the kernel entries in grub.conf.

However, grub2 obsoletes grub in at least F17+ which makes it hard to
install grub. There were also problems with some of the later versions
of grub to get packaged, and you may need to try some older versions
to do grub-install and have it work.
