PackageKit isn't one of my favourite parts of Fedora, but a lot of the problems people are having and citing here are not actually to do with PackageKit but are in fact the fault of Apper.  If you don't mind doing manual updates with yum, then uninstalling Apper might make your life a lot easier.

Re. removing it on Rawhide, that's certainly an improved situation that on FC16.  Just did an "rpm --erase --test" on all the PackageKit RPMs and got "gnome-packagekit" and "gnome-settings-daemon" as dependencies.  Adding those packages to the rpm command adds "gnome-power-manager", "gdm" and "control-center" to the dependencies list, a few more iterations and the complete list for FC16 is:

PackageKit*
bluez
control-center
gdm
gnome-bluetooth
gnome-packagekit
gnome-power-manager
gnome-settings-daemon
gnome-shell
pulseaudio-gdm-hooks
pulseaudio-module-bluetooth
