is there some way to tell LUKS to skip mounting /home and just come up with boot and root?

Yes, I tried the obvious, having someone bring up the machine, unmount /home, and then commenting out the /home in /etc/fstab (tried noauto first). Didn't help. Yes I did it in the boot fstab too. More didn't help.

Have you tried moving /etc/crypttab to a temp name and creating an empty /etc/crypttab? I believe crypttab is read on boot to bring up encrypted mounts (not really fstab alone).
