I know this is tangential, but this reminded me of something interesting I noticed recently. I have 2 systems neither running the telnet service. One is a RHELv4 system and the other a F16 system. Trying to telnet to the RHELv4 system gets "Connection refused" while trying to the F16 system gets "No route to host". Weird.
