Thanks I've checked out the bug report and whilst it looks similar, it seems to be a different issue. I tried the fix in the report anyway just to see but it made no difference. I've since tracked it down to the service ipa.service. If this is started the system doesn't shutdown. If I stop the service manually then the system shuts down fine, so it looks like it might be a service dependency issue but I'm at a loss as to how I can tell.
