CUPS on Fedora always looks in "/usr/lib/cups/filter" for filters, even on 64-bit systems. /usr/libexec/cups/filter would be a better location semantically, but I was persuaded by the upstream maintainer to use /usr/lib/cups/filter on all platforms ages ago for better cross-distribution compatibility.
