Have you ntp also installed?
So what file is missing and why did the package maintainer fail to
include it?

It doesn't appear to have native systemd files,
http://koji.fedoraproject.org/koji/rpminfo?rpmID=2695852
so try "service spamd restart", and see what
it does.
