Granted, the popup is not visible for very long, but if some fraction
of your attention is still turned to the screen, you should see it.

Maybe this extension:
https://extensions.gnome.org/#page=6 --> Permanent notifications
is something for you. But I don't know what it does exactly as I have
not tried it.

If you want to extend the time the popup is visible maybe there is
some time parameter you can change in the gsettings schemas.
But I don't know if one of them handles the popups directly.
