I think the "desktop" name of system-config-printer needs to be changed,
as noted here:

As to why there are two such programs: well, the new GNOME one is
intended to be a simple way of easily setting up printers (i.e. no
advanced options).  It's unfortunate that the network printing part of
it is not yet fully functional, as noted here:
