There can be some problems if there were packages not updated as part of a broken transaction. You want to keep track of what was removed so you can put stuff back if need be. If you notice right away when a transaction goes bad, you want to run yum-complete-transaction, as that will finish adding packages for the transaction before it starts removing stuff.
