Assuming that you get Fedora 16 installed in the first place, you can 
always install the presto plugin for yum.  I doubt that any of the delta 
rpms would be big enough to be an issue.

It occurs to me that there might be a way to sidestep the main issue. 
I'm guessing that the 50 MB limit is imposed to keep students from 
wasting bandwidth on movies, pirated software and other things of that 
nature.  If so, it might be possible to talk to the admin and either get 
a one-time exception or (more likely) arrange for the admin to 
download/burn the .iso for you.  The latter case has the advantage that 
nobody else gets to say, "But you did it for *him!*"
