No, Fedora does not do major GUI changes in stable releases. However, you may have noticed that Fedora releases are coordinated with Gnome releases. Fedora 16 will ship with Gnome 3.2. If you're interested, the Fedora 16 beta is currently scheduled to be released Oct. 04 (assuming that it gets the green-light at today's Go/No-Go meeting).
