If as he said, 'netstat -an' shows 0.0.0.0:25 as a local address, it would seem that the changes were actually implemented. That said, sendmail is difficult enough to discourage many people from running their own mail server and postfix tends to be simpler to implement anything beyond the simplest configuration.
