You can do a text mode installation. Did you try that? AFAIR, in earlier versions of Fedora you could select this option by passing "linux text" as an argument when booting the install medium. Not entirely sure its still available though. Note that it has limited partitioning abilities compared to the full feature installer. The final but probably the most robust option would be to write a kickstart file and do a network based install.
