Strange that being able to install on a system with minimum hardware
requirements is not part of the criteria. Or is it covered in item 5
and the team interprets it differently?

There is nothing wrong with changing minimum hardware requirements. I
just would like Fedora publicize the requirements earlier so I don't
waste time on a the release is not compatible with my equipment.

It seems that the requirements were posted everywhere except the
Release Notes and, until today, the home page.
