On the (rare) occasions I've had yum acting up, "yum clean metadata" fixes it well over 90% of the time. And if it doesn't I can still follow up with "yum clean all", but the last time I did that was several years ago. I haven't tried other options such as "yum clean headers" or "yum clean dbcache".
