Because they were Microsoft, of course, ordinary plebian Message-Id: headers were not good enough for them, so they would always re-write the Message-Id: in their vastly superior Microsoft standard way. Naturally, usenet news feeds all over the world exploded as every message anyone posted that made it to a Microsoft server would get duplicated and posted again (since it was obviously a different message).
