I am looking at F13 and /etc/sysconfig/mouse and /etc/X11/xorg.conf does not exist but /etc/X11/xorg.conf.d/ does exist, but only one file: 00-system-setup-keyboard.conf exist, and there is nothing related to the mouse, AFAIK? What I am experiencing is, at least with Mozilla's Firefox & Thunderbird, the mouse thumbwheel is behaving erratically when scrolling past the "top" of the page or scrolling past the "bottom" of the page (in FF & TB) and behaves as if the next/previous buttons were pressed.
