Multi platform paperless office (Windows DB access ?)

Last week we got a high speed multifunction machine with an excellent
scanner.   We proceeded to scan literally hundreds of documents in an
effort to go paperless.

Now we'd like to provide some sort of systematic access to those
documents, from both Windows and Linux machines.  

What we basically want to do is provide users with a small application
that has information on the document (type, owner, subject, vendor,
customer, date etc) and allows the user to sort and search according to
criteria and then open or mass print them.

For example, a user might want to make a list of all the paperless
invoices from vendor X between March 1 and March 20th, 2010 and then
open them one by one from the application.  We need to do this from both
Windows and Linux computers.

Any and all ideas and hints on how to do this structurally would be
greatly appreciated.  

Specifically, what language and tools does one use to write an
application that runs on both Windows and Linux to access a remote
database ?

I've got 2 ideas myself.  

The first is a Java based application that connects to a Postgress or
MySQL backend.  

The second is a spreadsheet with a data input form.

What other options are there ??????   

How hard is it to build a Qt application for Windows these days ?
