If you want two users to be logged in at the same time, and both to
have sound, it is necessary to change the way pulseaudio operates, from
an individual server to a system server.  They do not recommend doing
it this way, so system server is not as supported.

This functionality is by design, as pulseaudio considers it a security
breach to have two users' sound mingled.

If you have multiple sound devices, you can use pavucontrol to assign a
device to each user.

Searching the web should get you descriptions of how to do any of this.
In particular the pulseaudio mailing list has had discussions of this
very topic.
