In most locales "abcde" and "ABCDE" is the same when doing case insensitive
comparison, but e.g. wcscasecmp (L"hijkl", L"HIJKL") returns non-zero
in tr_TR.UTF-8 while it returns 0 in en_US.UTF-8 or C locales.
