Locking down F14 shutdown options

Hi,

Can I modify F14 to require the root password when either
Suspend/Restart/Shutdown is selected via the Shutdown Options
(lower-right corner of GDM login screen), or when a user
selects System -> ShutDown -> Suspend/Hibernate/Restart/Shutdown
from the gnome-panel ?

I have a set of multi-user lab machines, with users potentially
logged in remotely, and want to make it as obvious as possible
that these machines are not to be powered off when the user at
the console is finished with their work. I can tape the power
button over with a sticker saying 'please don't power off' :)
but that won't help if powering the machine off is an easily
available option right on the desktop !

Googling didn't help -- any ideas on the proper way to accomplish
this in Fedora would be much appreciated !
